If such an entity (or Corporation) is NOT doing things properly and they have infringed upon/or done damage to someone\'s property through negligence, bad practices, or even illegal activities and procedures, it IS in all our due diligence to help ensure they correct such issues whether by contacting them about such things, or via legal procedures all American have by law and GOD.If the District is trying to do better as you say, they certainly can not prove it by me.All I know is that IF I were to go close to someone\'s property out here next to their well and dump tons of cow poop in the ditch until it gets all up in their well, I think I would have a serious problem with that landowner don\'t you?A pediphile&#160;for example MAY SAY they are reformed, BUT; do you really want one coming on YOUR property? HOW would you know they are reformed and ready to do the right thing?You would pretty much know it by their actions! document.write('The FERWCD (Flagler Estates Road and Water Management District) is what is called a \'Special District\'. Special District\'s are not unusual to be created across the nation to help assist a County in servicing the needs of outlaying areas within that county.Such Special Districts are also generally allowed to levy Taxes against the residents within their district so that they may perform the function they were setup to serve for those residents. This tax is in addition to the County taxes levied against the residents.One disputed advantage of such Special District\'s is that it takes some of the burden off of the County itself from having to Road, Water, and other issues in outlaying areas of the county directly by forming more localized ON SITE type Special Districts within these outlaying areas which are formed to deal directly with such issues.The ideology behind this makes perfect sense IF IT IS FOLLOWED as Special District\'s which are on site within the community they serve can have a better grasp on what that community Needs, Wants, and what they can afford MUCH better than someone sitting in the County Courthouse.Special District\'s may be considered an Extension of the County and as such they are also subject to the same Rules, Laws, and general good practices procedures in performing the job they were set in place to perform!Here in Flagler Estates our Special District is the FERWCD and it certainly has not been following any sort of Best practices, rules, and have often disregarded laws as they pertain to the EPA, St johns river management district, and the Florida Sunshine Laws itself.They are also often NOT responsive to residents complaints, or needs, and when the FERWCD causes Damage or infringements upon a residents property they seem to feel they are above the law and do NOT even need to address the issue at all period!&#160;Now I know there is a LOT of that sort of thing going on across the country with government not being responsible to its constituents and I know that trying to get one Government agency to attempt a lawsuit or criminal suit against the other is very difficult indeed. It CAN however be done!What I wish to proceed ahead with at this time is to gather as much information as is possible from other residents here in Flagler Estates regarding YOUR personal experiences with the FERWCD, your complaints and what the FERWCD did to resolve them and get it all put together for a formal complaint to be submitted to the states attorney\'s office and others.I will use it along with other previous fillings of wrong doings which were already filled some time back to help build a legal case against the district.The fact of the matter is that IF the district is being non responsive to those they were setup here to serve, perhaps the ONLY WAY to gain some respect from them is to SUE THEM for damages and once a Legal Case has been built against them, suing them in court for a Monetary award for YOUR damages just got a whole lot easier to pursue.One person alone can NOT get much done when trying to make ANY government agency, or a Special District accountable for its illegal actions! Both issues were non existent not long ago but are in fact due because of all the recent dredging, and bank scalping which has caused erosions, sediment, and killing all the grass which helps hold the banks together. This may be my problem, however; it is NOT my responsibility to have to fix as neither myself nor mother nature has created this problem - YOU DID!We live on the corner of Baylor and Olga. When we moved in here just 4 years ago I was able to make 2 swaths with a push mower on the Olga side ditch between our wooden fence and the ditch to maintain the weeds. Today, I can &#160;not even walk on that side of the fence as the fence is right against the side of the ditch now. The fence is just about ready to fall into the ditch as there is not enough earth around the poles supporting the fence any longer due to all the digging and scalping and erosion caused by the ferwcd over the last 4 years.Our water is also full of silt and not suitable to drink or shower with or wash clothes in. This is also due to the ferwcd. If our water were bad when we moved in here the back would never have given us the loan as the county requires water testing prior to moving in as you know. These things are both created by he FERWCD and have only gotten worse every day. We had our water tested again 2 years ago by Rain Soft and it came back as clean as Rain Soft water. It is just over the last 2 years with all the digging, dredging, scalping, erosion, etc that this has reared its ugly head.I want to know what you intend to do about this issue. I WANT the FERWCD to PAY for moving the fence and PAY for moving our well. document.write('Palatka Society Animal ShelterBy: Candy&#160;&#160;&#160;&#160; I am so impressed with this agency I thought it to be worth while to share with other Flagler Estates residents to promote them.&#160; While many may not have a need for these services, it would behoove us as a community to share it with our neighbors.&#160; Even if you do not own an animal, it would be beneficial to our neighborhood for those that would be willing to contribute to such a worthwhile cause.&#160; Hopefully we can get something started for others later toward the middle of the year.&#160; So here is my story of the day! While searching different agencies in which to get three abandoned baby kittens fixed, I checked with the Palatka Humane Society Thrift Store to see if they had a recommendation I could pursue.&#160; In talking with Karen that runs the store she referred me to the Palatka Society Animal Shelter at 386-325-1587.&#160; Upon calling them I was told that it would cost me a whopping $20 each for a neuter AND a rabies shot, and a monetary donation to the animal food bank.I was informed that I would take them to the \"Park and Ride\" at the intersection of State Road 207 and US 17 in Palatka for a biweekly pickup, at which time they would be transported to Jacksonville for the surgery and I would need to pick them up tonight (dropped them this morning).In the meantime today I received a call regarding one of them, and learned that they also get a full physical exam, all for $20 each.&#160; Come to find out one of the babies had a severe abscessed tooth, which they were not even sure they were going to be able to pull.&#160; They asked if I could afford the additional $18 charge for the pain meds and antibiotics, which I had no problem with.&#160; When I asked how much for the extraction, I was told that if I could afford to pay an additional $18 it would be appreciated.These people were so compassionate and caring about the animals, it was not about the money.&#160; They called me three times today once before the surgery, directly afterward to tell me the extraction was accomplished, and then to let me know that all 3 were awake and well.&#160; After June this will be one of my new endeavors, to do everything in my power to support and help this agency.&#160; The program has been such a success that beginning next month, they will be making weekly trips for pick ups to the Park and Ride.&#160; They offer all types of services for dogs and cats, charges vary but obviously you can not go wrong here.&#160; What a absolute phenomenal experience!If you are interested in their services or can donate anything the agency is\"First Coast No More Homeless Pets.org\"&#160; the website is http://www.fcnmhp.org');
